PROBLEM TO BE SOLVED: To permit a content or the like licensed to a plurality of different domains to be used in the same terminal, and to treat the terminals belonging to the different domains as in one domain, in domain management granting a lisence for service or the content to the domain comprising the plurality of terminals. SOLUTION: A domain member entity belonging to each domain belongs to all the other domains so as to integrate the plurality of domains, and the whole is treated as a combined domain. Thereby, the content or the like licensed to one unintegrated domain is licensed to the domain member entities of all the domains. When using a domain key for access control to the content or the like, the integrated domain holds the domain keys of all the unintegrated domains to permit access to the content or the like licensed to the unintegrated domain.
