The device (1) has personalizing modules (4, 5) designed to write personalization data (6) in different types of vehicle devices (2) and to generate associated registration data (7) that contain the personalization data. Interface modules (8, 9) receive the registration data and transmit the registration data to a registration database (3) of a road-tolling system. Test devices (11, 12) read the personalization data of a personalized non-registered vehicle device, test the registration data and issue an approval request (10) to the interface modules with respect to the registration data. The personalizing modules are a personalizing application and a communication interface such as mobile radio interface, Dedicated Short Range Communications (DSRC)-, wireless access for vehicle environment (WAVE)-, wireless local area network (WLAN)-, Worldwide Interoperability for Microwave Access (WiMAX)-, radio frequency identification (RFID)- and infrared-interfaces. The interface modules are a buffer storage and a switch.
