PURPOSE: A battery controller and a method for detecting voltage abnormality are provided to detect a second battery having the lowering of voltage. CONSTITUTION: An assembled battery(20) is serially connected to a plurality of secondary batteries(11), and both ends of the secondary battery are electrically connected to a cell controller IC(21). The cell controller IC comprises the voltage level detection circuit and detects the no-load voltage of the secondary battery. A cell controller(30) has multiple assembled batteries which are electrically and serially connected to a microcomputer(22).
