<P>PROBLEM TO BE SOLVED: To more simply manufacture polyester powder coating capable of forming a coating film capable of attaining further a long life without passing through a complicated process. <P>SOLUTION: In step S101, a UV absorber, an antioxidant and a polyester based resin are mixed with a fluid in which a substance being gas in an air atmosphere is made in the supercritical state to form a mixture fluid. Next, in step S102, the substance is vaporized from the mixture fluid to form a powder comprising the UV absorber, the antioxidant and the polyester based resin. The substance may be carbon dioxide.
