PURPOSE: A treating agent for a coating film is provided to prevent the formation of rust caused by oxidation of metal by improving rustproof property of a coated surface. CONSTITUTION: A treating agent for a coating film contains a first material which is made by mixing EM(Effective Micro-organism) liquid 80-90wt.% and lactic acid 10-20wt.% and filtering the mixture using a micro-filter of 100 micron meters or finer.
