The system has an upper basin (21) arranged on a roof of a building (1), and a lower basin (22) arranged at subsoil. Water from the upper basin is provided to a capillary turbine-alternator group (23). The group generates electric energy to be supplied to loads (27), and an electric energy generated by a photovoltaic panel (24) is supplied to a water pump (26) in order to transfer the water from the upper basin to the lower basin. The group is formed of hydraulic generators with inflow and outflow pipes connected to the upper basin and the lower basin.
