<P>PROBLEM TO BE SOLVED: To solve a problem that a conventional management system performing call control between video conference terminals can not manage a communication state of the video conference terminals, and therefore, the management system can not efficiently control the connection between the video conference terminals, for instance, the management system transmits information for connection establishment to a video conference terminal which can not establish new connection because the a call with another video conference terminal is already established. <P>SOLUTION: A management system 50 manages a communication state of a terminal 10 communicating with another terminal. When the management system 50 receives change information for changing the communication state from the terminal 10, the management system 50 changes the communication state of the managed terminal 10 based on the received change information and the communication state of the managed terminal 10.
