<p>A method and system for inhibiting signaling storm are disclosed in the present invention. The method includes: a control network element identifies whether a terminal will soon connect to the network frequently or the terminal is connecting to the network frequently by monitoring the service flow of the terminal; the control network element transmits background packets to the terminal by the service channel corresponding to the service flow when identifying the terminal will soon connect to the network frequently or the terminal is connecting to the network frequently; the control network element counts the real traffic of the terminal while keeping transmitting the background packets to the terminal, and stops transmitting the background packets to the terminal when the lasting time when the real traffic of the terminal is zero exceeds the pre-set threshold time. The present invention enables the terminal to decrease the frequency of actively initiating the service connection release, thus avoiding that the terminal actively generates the signaling storm and further optimizing the problem of the signaling storm of the intelligent terminal.</p>
