A battery power supply device is provided with: a battery block in which a plurality of series circuits each composed of a secondary battery and a cutoff element for cutting off a charge/discharge path of the secondary battery are connected in parallel; a parallel circuit in which by connecting one end of each of a plurality of first resistors to each connection point of the secondary battery and the cutoff element in each of the series circuits and connecting the other ends of the respective first resistors to each other, a plurality of series circuits each composed of the cutoff element and the first resistor are connected in parallel; a second resistor one end of which is connected to a connection point of the other ends; a power supply unit which applies voltage to a series circuit of the parallel circuit and the second resistor; a voltage division ratio calculation unit which calculates the ratio of voltage division by the parallel circuit and the second resistor on the basis of the voltage between both ends of the parallel circuit and/or the voltage between both ends of the second resistor; and a determination unit which determines on the basis of the voltage division ratio whether or not the plurality of cutoff elements are cut off.
