[Problem] Provided are a packet transmission control device, packet transmission control method, and program capable of reducing processing load required for packet interval adjustment. [Solution] The packet transmission control device has a packet interval adjustment unit for adjusting the packet interval for a plurality of packets, a packet replication unit for replicating a plurality of packets for which the packet interval has been adjusted by the packet interval adjustment unit so as to generate a plurality of packet groups, and a destination assignment unit for assigning mutually different destination information to each of the plurality of packet groups which have been generated by the packet replication unit.
