PROBLEM TO BE SOLVED: To provide a recording and reproducing device capable of performing accurate and efficient copyright corresponding control in content recording and reproduction.

SOLUTION: An information recording device generates and stores in a recording medium, as corresponding copyright information of stored contents on the recording medium, the severest copy control information among copy control information set to every element of record contents, and copyright information including information about a change point of the copy control information in the record contents. During reproduction of an entire content corresponding to a title when the content is reproduced, reproduction control according to the severest copy control information among the copy control information is executed, and information about the change point is also applied so that a partial content output can be executed.
