<P>PROBLEM TO BE SOLVED: To provide an X-ray tube device and a method of manufacturing the X-ray tube device that exhaust air staying in a tube container to the outside through a cooling liquid inlet. <P>SOLUTION: The X-ray tube device includes an X-ray tube having a cathode, an anode target and a vacuum envelope, the tube container, a cooling liquid charged in the tube container, and a lid part 30. The tube container has a flat plane 2s which houses the X-ray tube and forms a part of an inner wall, a cooling liquid inlet 2h formed by boring a part of the flat plane, and groove parts 21 and 22 formed on the flat plane while connecting with the cooling liquid inlet, and extended to a peripheral edge of the flat plane.
