<P>PROBLEM TO BE SOLVED: To secure operation of a terminal network control device as long as possible by suppressing wasteful power consumption when a power supply voltage drops. <P>SOLUTION: A terminal network control device monitors a power supply voltage and changes a communication circuit to a power saving state when it detects that the power supply voltage becomes lower than a predetermined value. The terminal network control device does not make a cell search. The terminal network control device periodically communicates with a center side device, and sends a notice confirming its existence. The center side device recognizes that the terminal network control device is in operation. When a call is originated from a terminal device, the terminal network control device temporarily stores data from the terminal device.
