<P>PROBLEM TO BE SOLVED: To facilitate the application of load to an individual control part so as to improve the reliability of load verification in a system which performs load distribution among control parts within the system. <P>SOLUTION: A specification area is estimated in address information including: an address area for which an address of an access target in a storage part is set; and a specification area for which specification information for specifying one control part for controlling access to the access target out of a plurality of the control parts is set.
