The method comprises attaching a plurality of monitoring units to a plurality of mobile repositionable base stations, monitoring a geographic location of the plurality of mobile repositionable base stations, receiving a broadcasting request comprising broadcasting content and at least one target area, selecting a group from the plurality of mobile repositionable base stations according to a match between the at least one target area and the geographic location, and forwarding the group to at least one network controller to allow broadcasting the broadcasting content via members in the group.
