When a vehicle to be measured is accelerated or decelerated when passing across a main beam of a bridge, in order to estimate the entering time and the leaving time of the vehicle to be measured into and from the area demarcated by the main beam, a passage time identification unit of a passage time estimation device identifies, on the basis of the strain value outputted from an entering-side axle detection strain gauge, the time at which the vehicle to be measured passes directly above the entering-side axle detection strain gauge. Subsequently, a strain value identification unit identifies the strain value outputted from an axle load calculation strain gauge at the identified time. A low-correlation-time time estimation unit estimates the entering time and the leaving time of the vehicle to be measured into and from the area demarcated by the main beam using the strain value identified by the strain value identification unit.
