PURPOSE: An anaerobic and aerobic wastewater treatment method using foamed contact media and a method for manufacturing the foamed contact media are provided, which exhibit improved microorganism immobilization. CONSTITUTION: The apparatus comprises a flow equalization tank(2) in which a separation hopper for conducting solid/liquid separation, an inclined plate(21) for guiding flow to downward, and a hole(22) are formed; a first contact aeration chamber(3) in which a rectangle foam panel(30) for increasing contact area between wastewater and microorganism and an aeration device(31) for alternate operation of the chamber from anaerobic condition to aerobic condition are installed; a second contact aeration chamber(4) in which a rectangle foam panel(40) and an aeration device(41) for controlling over accumulation of biomass onto the rectangle foam panel are installed; a sludge line(51) for transferring sludge from clarifier(5) to sludge thickener; two foam bodies; and an automatic electrical control device in which two aeration devices(61) are installed to periodically slough over accumulated biomass off the foam bodies by pulse jetting air.
