<P>PROBLEM TO BE SOLVED: To stably and appropriately control seismic isolation. <P>SOLUTION: A vibration damping device is provided with: a seismic isolation laminated rubber 20 that prolongs an own natural period of a building 100; and a vibration-damping force imparting mechanism 30 that imparts a vibration-damping force to the building 100 while using the ground 110 as a fulcrum, to damp vibration of the building 100 in a predetermined direction. The vibration-damping force imparting mechanism 30 includes: an actuator 31 causing displacement of its top end 31c in a predetermined direction when the vibration-damping force imparting mechanism 30 generates a vibration-damping force; and a vibration-damping laminated rubber 32 having elasticity and deformed along the predetermined direction with the displacement of the top end 31c of the actuator 31.
