The present invention provides users with a process design/production planning device for balancing the loads of working machines to achieve compliance with deadlines and accomplishment of target production amounts requested by customers. In a machine-working production line, the present invention creates a production plan for the entirety of the machine-working production line, wherein in the working process, the working process of a product is distributed to a plurality of working machines and process design and production planning are created in process-units. By the means, in the process design/production planning system and process design/production planning device of the present invention, the loads of the working machines are balanced so that it is possible to create process design/production plans for achieving compliance with deadlines and accomplishment of the target production amounts requested by the customers.
