PURPOSE: Geothermal and ground reinforcing pipe device, system and construction method are provided to prevent the entrance of a tunnel from freezing and use energy for tunnel facilities by reinforcing ground and using ground heat. CONSTITUTION: A pipe device(100) comprises a steel pipe(110), a heat exchange pipe(120), and a grout injecting pipe. A plurality of injection holes are formed on the steel pipe. The heat exchange pipe comprises inner and outer pipes. The outer pipe is installed on the outer part of the steel pipe. The outer pipe is formed in a spiral shape to protect the steel pipe. The inner pipe is connected to the outer pipe and is located in the steel pipe. The grout injection pipe is located in the steel pipe. The inner pipe and the grout injecting pipe pass through the steel pipe and a packing is formed to press the steel pipe by expansion.
