The apparatus makes an auxiliary mechanical brake operated though a main brake system gets released by damages of a hydraulic pump and a hydraulic motor or a leakage of a hydraulic line. The apparatus comprises: a brake pedal(9) having different displacement ranges on the operation of the hydraulic braking and the mechanical braking; the mechanical brake devices(8,80) installed on the output shaft of hydraulic motors(4,40); a charging pump(3), installed at one side of the hydraulic pump(20), supplying the pressure oil for brake cylinders(7,70); a brake valve(6) switched when the brake pedal(9) is in the range of the mechanical braking operation.
