<P>PROBLEM TO BE SOLVED: To prevent information from being provided to a train control system more than necessary, and enable each train to carry out a high-density operation. <P>SOLUTION: A device for controlling a train includes: a wireless communication unit for transmitting the positional information of a running train to a ground device and also receiving speed reduction limit information, which is calculated by the ground device based on the positional information, from the ground device; a speed checking pattern calculation unit for generating a speed checking pattern of the train based on the speed reduction limit information; a speed checking unit for controlling a brake of the train so that the train operates in a range of the speed checking pattern; and a pitch determination unit for calculating a reference distance and the time required for running at the speed of the train every transmission of the positional information, and determining the calculated time as a cycle pitch.
