A multi layer thermal insulation panel has at least two panels (1,2) inside a sealing frame (5) and with a narrow spacing (3) of 0.3 to 5 mm pumped out to a sufficiently negative pressure to allow molecular streaming inside the trapped space. Small spacers (6) are distributed throughout the space and occupy between 1 and 5 percent of the area of the panel. The spacers occupy about one square centimetre and are spaced by about 10 cm. The are made of plastic or ceramic with a structure which allows rapid pumping out of trapped gasses. The negative pressure can be further enhanced by including a getter material inside the space.
