PROBLEM TO BE SOLVED: To provide a programmable controller capable of performing a data input/output processing by shortening the tact cycle comparatively even when the number of I/O modules increases. SOLUTION: A frame rotates on a serial link bus 1. A tact number is set on the starting part of the frame. The tact number is updated whenever rotation is completed. An I/O module as an input device (Di) 30 is provided with a serial link control LSI 31, a buffer 32, etc. Relating to the serial link control LSI 31, a cycle information storage area and a phase information storage area are included in a memory, etc., inside it, whether the frame is received in output timing of the present station or not is judged based on the 'tact number', its cycle information and phase information to be included in the frame when the frame is received and outputs data which is stored in the buffer 32 only when the frame is received in the output timing of the present station.
