PURPOSE: An omnidirectional intra prediction coding/decoding device and a method thereof are provided to perform an omnidirectional intra prediction for a current block by selectively using a part of pixel information of lower side or right side, which has not been completely coded/decoded, of the current block as additional information. CONSTITUTION: An extrapolative prediction value generating unit(220) generates an extrapolative prediction value for a current block in various intra prediction directions based on a predicted pixel value by an original pixel selecting unit and a coded pixel value around the current block. A residual signal generating unit(230) generates a residual signal by calculating the difference between the extrapolative prediction value and a pixel value of the current block. A transforming and quantizing unit(240) transforms and quantizes the residual signal. An entropy coding unit(250) performs the entropy coding of a converted and quantized residual signal.
