<P>PROBLEM TO BE SOLVED: To provide a fixing device and an image forming device for suppressing image defects such as image off-set while avoiding complex constitution and increase of cost. <P>SOLUTION: A fixing device 14 comprises: a first rotor 53 having a heat generating layer 64; and a second rotor 44 forming a nip section NP with the first rotor 53. The first rotor 53 comprises: a rotor mechanism to which recording medium passage areas A1 and B1 where a recording medium contacts with the first rotor 53 when the recording medium passes through the nip section NP and recording medium non-passage areas A2 and B2 where the recording medium does not contact with the first rotor 53 are set; and a heat transfer member 55 transferring the heat generated in the recording medium non-passage areas A2 and B2 from the recording medium non-passage areas A2 and B2. The heat transfer member 55 has a first layer 61 facing the recording medium non-passage areas A2 and B2.
