PURPOSE: A combustion device and a boiler having the same are provided to prevent the generation of soot, bad smell and smoke by forming a tornado-shaped flame. CONSTITUTION: A combustion device comprises a housing(30), a partition wall(40), an upper channel, a lower channel(60), a blower(70), first and second air supply pipes, and an exhaust pipe(21). The housing is divided by upper and lower spaces. The upper and lower spaces are communicated through a through-hole(41) of the partition wall. The upper and lower channel is installed in upper and lower space circumferences of the housing in a vertical direction. The air passengers of upper and lower channels are formed in the circumference of each upper and lower space of the housing. The exhaust pipe discharges the exhaust gas from a head-space. A plurality of air injection holes(35) is formed on the housing in a longitudinal direction of the air passenger.
