<P>PROBLEM TO BE SOLVED: To provide a facility for manufacturing a bar steel, which manufactures a bar steel having uniformed quality of material. <P>SOLUTION: In the facility, a water cooling apparatus 6 cools an intermediate rolling material 5 which is rolled by a roughing mill in a cross sectional square shape, and then the material is finish-rolled in a cross sectional circular shape to manufacture the bar steel.
