PROBLEM TO BE SOLVED: To simultaneously measure particle size and zeta potential, in a particle characteristic measuring device and a particle characteristic measuring method for measuring particle characteristics, such as particle size or zeta potential of particles in a solvent. SOLUTION: This particle characteristic measuring device D0 is equipped with a sample chamber 16a for storing a liquid sample including particles performing Brownian motion dispersed in the solvent; a pair of electrodes 17 arranged in the sample chamber 16a; an electric field generating circuit 12 for generating electric field between the pair of electrodes 17, a particle movement measuring means P13a for measuring the movement of the particles electrophoresized in the electric field; a particle size detection means P13b for detecting the particle size, based on a moving amount by the Brownian motion of the electrophoresized particles; and a zeta potential detection means P13c for detecting the zeta potential, based on electrophoretic mobility by electrophoresis of the particles and the particle size.
