PROBLEM TO BE SOLVED: To provide an electrochemical light-emitting element with a low drive voltage and a large luminous intensity, and an electrochemical light-emitting device. SOLUTION: The electrochemical light-emitting element 10 is constructed of mainly an electrode 2 and an electrode 4 arranged oppositely and an electrolyte layer 3 arranged between these electrodes. The electrolyte layer 3 is formed of a solution in which a light-emitting substance such as [Ru(bpy)<SB>3</SB>](PF<SB>6</SB>)<SB>2</SB>is dissolved in an organic polarity solvent. The electrode 2 is composed of an electrode 2a and a porous electrode 2b consisting of a porous structure having carbon as a main component. The electrode 2a and the electrode 4 are formed by a sputtering method of sputtering a transparent conductive layer such as FTO (tin oxide doped with fluorine) respectively on substrates 1 and 5. The porous electrode 2b is formed by using a material such as a multi-layer carbon nano-tube of a single layer or two layers or more and by an electro-deposition method or a compression bonding method of this on the electrode 2a.
