<P>PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit including a plurality of logic functions that operate independently of each other, which can be manufactured at low costs without causing a redundant part to be generated in a logical circuit in such cases where a semiconductor integrated circuit for a specific product is newly designed or an additional function block is designed; and a method for designing the same. <P>SOLUTION: In a semiconductor integrated circuit, a plurality of circuits consist of flip-flop circuits connected to select circuits, and logic blocks are connected to the flip-flop circuits.
