<P>PROBLEM TO BE SOLVED: To highly accurately manage a compaction state of a top-of-slope part of an embankment. <P>SOLUTION: A top-of-slope compaction management device includes compaction means 10, moving means 20, position measurement means 30 and management means 40. The compaction means 10 includes: a plate 11 for covering a top-of-slope part 2; and a rolling device 12 for pressing the plate 11 to the top-of-slope part 2. The moving means 20 includes: an arm 21 for holding the compaction means 10 at the distal end; a boom 22 for tiltably supporting the arm 21; a turning part 23 for tiltably supporting the boom 22; and a travel part 24 for making the turning part 23 travel. The position measurement means 30 includes: position detection means 31 provided on the turning part 23; an inclinometer 32 provided on the boom 22; an inclinometer 33 provided on the arm 21; and a position computer 34 for calculating the position of the compaction means 11 at the distal end of the arm 21 from the position of the turning part 23 and the inclination angles of the boom 22 and the arm 21.
