<P>PROBLEM TO BE SOLVED: To improve security in a portable device. <P>SOLUTION: When license is not acquired concerning a portable telephone 20, the remote control of a vehicle 10 through a portable device 40 is disabled even when the portable device 40 is mounted on the portable telephone 20. Consequently, even when the portable device 40 is illegally extracted from the portable telephone 20, the remote control of the vehicle 10 by the portable device 40 is restricted.
