SOLUTION: To an image converting unit 32, an HD_60P signal is input which is generated by applying intra-frame interpolation processing on an SD_24P signal. A motion-classifying unit 51 classifies the motion of an assignment vector. On the basis of the result of the motion classification, a coefficient reading unit 54 determines whether an image is corrupted in pixels constituting a frame of an SD_60 signal and generates the HD_60 signal of which the resolution is higher than that of the SD_60P signal through classification adaptive processing by using prediction coefficient groups, in either a first prediction coefficient set preacquired using pixels representing a corrupted image or a second prediction coefficient set preacquired using pixels representing an uncorrupted image.
