A device and a method for manufacturing a steel plate with a functional material are provided to transport the steel plate during the process using a brassiere roller. A steel plate(110a) is coated with the adhesive at the top side. The steel plate in which the adhesive is coated is heated with an oven(141). A functional material(150a) is pressed on the upper side of the steel plate by a pressing roll(156). The protruding edge part of the functional material is cut. The steel plate in which the functional material is attached is reeled. Brassiere rollers(120a,120b,190a,190b) are equipped at the tip end part at the reeling step and the adhesive coating step in order to keep the steel plate tight.
