<p><P>PROBLEM TO BE SOLVED: To provide a device for simulating a mobile body utilizing an active time step control method having an improved execution performance. Ž<P>SOLUTION: This device carries out simulation of a mobile body by a time step method for advancing a simulation time by setting a logical time piece width Δt. The device comprises a Δt determination means that fetches mobile body information including route network information in which the route network is represented by a node and a link and plan route data in which a traveling route of each mobile body on the route network is represented by a node and a link, and determines the logical time piece width Δt based on a traveling time period from a present simulated position to a meeting possible interval with respect to the other mobile body corresponding to a position where the other mobile body can be recognized. The device further comprises an action simulating means for performing the simulation of the mobile by virtue of active time step controlling for advancing the simulation time according to the determined logical time piece width Δt.
