PROBLEM TO BE SOLVED: To enable determination of a movement means in all movement object regions without needing a large capacity memory on a user terminal, and to improve secrecy of personal information by allowing user's information undesired to be known to others to be undisclosed. SOLUTION: A device for determining the movement means measures a position of a user at an interval of a first time AT(=1 second), allows the position to correspond to the measured time, stores it to a data memory 14, and calculates a movement speed based on their position and the measured time to be stored to the data memory 14. At the time point when a second time ST(=30 seconds) elapses, the device selectively calculates an average speed va, the maximum speed mv or the maximum acceleration ma between ST seconds based on the stored position, the measured time and the movement speed.
