PROBLEM TO BE SOLVED: To provide a method of enabling each habitant to participate in an evacuation training according to desired timing without a collective evacuation training, and enabling each habitant to determine the insecurity of an evacuation route.SOLUTION: A management server designates an "insecure altitude" for each predetermined position range on a map. To begin with, the management server reports an "evacuation initiation alarm" which is based on occurrence of an assumed evacuation event, to a handheld terminal. Thereafter, the handheld terminal receives the evacuation initiation alarm, and thereafter regularly transmits a position and altitude measured by positioning means to the management server. Thereafter, the management server changes the insecure altitude on the map according to a time that has elapsed since occurrence of the assumed evacuation event, and determines whether the position and altitude of the handheld terminal have become equal to or smaller than the insecure altitude on the map. Thereafter, if a true determination is made, an "evacuation failure alarm" is transmitted to the handheld terminal. The handheld terminal explicitly notifies the user of the handheld terminal of the "evacuation failure alarm."SELECTED DRAWING: Figure 2 |
