PURPOSE: A device for allocating resources in a visible ray communication system and a method thereof are provided to efficiently allocate resources to at least one visible ray communication terminal. CONSTITUTION: A controller(552) receives an initial access request from a visible ray communication terminal through a light source. The controller determines whether there are resources to be allocated to the visible ray communication terminal. When there are not resources to be allocated to the visible ray communication terminal, the controller collects allocated resources from a visible ray communication terminal which belongs to a light source service area. The controller transmits the information for the collected resources to the initially accessed visible ray communication terminal.
