The apparatus has a pusher with connected with engagement/engagement releasing unit (3), so that movement is possible. A rotating shaft (20) is restrained with respect to recessed portion (4) and is displaced in parallel along guide unit (42) which extended towards inside of recessed portion. The pusher freely fluctuates surrounding of rotating shaft. The pusher is moved between rest position and operation position, so as to operate engagement/engagement releasing unit.
