The process comprises mixing pozzolan based hydraulic binder with sand, gravel and/or soil using a rotary cutter device (6), incorporating plant fibers (P) in the mixture of hydraulic binder before compacting, introducing an amount of plant fibers (0.02-1 wt.%) into the mixture, spreading the fibers on a surface of a layer (C) of compacted material, and then mixing the fibers and the layer of material using a device having rotary spreading elements. The fibers are partly present in the form of straw strand, and have a length of less than 15 cm. The process comprises mixing pozzolan based hydraulic binder with sand, gravel and/or soil using a rotary cutter device (6), incorporating plant fibers (P) in the mixture of hydraulic binder before compacting, introducing an amount of plant fibers (0.02-1 wt.%) into the mixture, spreading the fibers on a surface of a layer (C) of compacted material, and then mixing the fibers and the layer of material using a device having rotary spreading elements. The fibers are partly present in the form of straw strand, and have a length of less than 15 cm. The step of incorporating the vegetable fibers is carried out in a mixing device, where the product obtained from the mixing step is spread on site of production of the layer.
