<P>PROBLEM TO BE SOLVED: To provide a water-based ink composition for writing utensil, which dries quickly even on a writing surface where an ink is hardly absorbed and which is excellent in dispersibility of a color material pigment and aging stability of an ink composition. <P>SOLUTION: The water-based ink composition for writing utensil comprises: a pigment; water and water-soluble organic solvent; and a pigment dispersant. The water-soluble organic solvent has an SP value of 20 to 30 MPa<SP POS="POST">1/2</SP>and a steam pressure at 20°C of 3 to 100 mmHg.
