<p>Provided is an advantageous method for producing a starting material for sintering, wherein it is possible to improve productivity compared to conventional methods by effectively using ultrafine limestone powder and high-carbon dust during the process in which the surface of pseudo particles is being covered with a limestone-based powder starting material and a solid-fuel-based powder starting material. When the surface of pseudo particles is being covered with a limestone-based powder starting material and a solid-fuel-based powder starting material, a limestone-based powder starting material containing 5 to 40 mass% of ultrafine limestone particles is used as the limestone-based powder starting material and a solid-fuel-based powder starting material containing 5 to 40 mass% of high-carbon dust is used as the solid-fuel-based powder starting material.</p>
