The present invention relates to a method of an apparatus for measuring the composite ground resistance of a neutral wire of a distribution line in operation, the apparatus comprising: an alternating current power source which can vary the magnitude of current in order to input a current into a measurement point; a measuring instrument for measuring the inputted current and voltage; and an insulated operating rod for contacting lead wires for a current supply and voltage measurement with a neutral wire.
