The disclosed waste-paper recycling device is provided with: a papermaking unit (2) that performs a papermaking step in which a wet web (100) is formed into paper; a water-removal unit (3) that performs a water-removal step in which water is removed from the wet web (100); and a drying unit (4) that performs a drying step in which the wet web (100) is dried. The water-removal unit (3) has a water-absorbing belt (32), comprising a water-absorbing material, on which the wet web (100) is transferred from the papermaking unit (2). The drying unit (4) has: a smooth-surfaced belt (43), comprising a non-water-absorbing material, on which the wet web (100) is transferred from the water-absorbing belt in the water-removal unit (3); and a drying roller (41) that heats the smooth-surfaced belt (43) and the wet web (100).
