<P>PROBLEM TO BE SOLVED: To provide a protection relay apparatus capable of improving stability of a power system and preventing a circuit breaker electrode from wearing and oil filled in a circuit breaker from degrading by not reclosing the circuit breaker, if an accident is determined to be continuing at the time of reclosing the circuit breaker after a reclosing no-voltage period is passed. <P>SOLUTION: A protection relay apparatus 1 which has a reclosing function and is installed on a transmission line of a power system includes reclosing means for outputting a reclosing signal to reclose a circuit breaker 4 installed on the transmission line, and breaking phase voltage determination means which determines whether or not a voltage measurement value measured by a line transformer 3 installed between the circuit breakers 4 and 4' of the transmission line is within a preset range after a no-voltage confirmation period is passed since the circuit breaker 4 is opened.
