<P>PROBLEM TO BE SOLVED: To make the amount of even thin hair look abundant. <P>SOLUTION: This cold permanent treatment tool includes a hair winding rod 1 and a cylinder body 2 externally fitted in a freely movable manner onto the hair winding rod 1. The cylinder body 2 is provided with a vertical slit opened to the lower end in a generating line direction, and a lateral slit blocked on the end side and circumferentially provided in communication with the vertical slit. The hair winding rod 1 is thereby arranged in a rising state on a head HE at a parting of hair flow. The root side of a lock of hair is led into the vertical slit, and the cylinder body 2 is rotated to hook and hold the hair HA in the lateral slit 4. The cylinder body 2 is pulled up while being further rotated. The hair HA is thereby wound helically on the hair winding rod 1 sequentially to the end side from the root side.
