PROBLEM TO BE SOLVED: To realize effective use of a wireless resource and an improvement in communication quality.

SOLUTION: A wireless control section 1 comprises: a wireless identifier generation unit 305 for generating a real wireless identifier set specifically for each wireless section 2, and a virtual wireless identifier set in common in an optional combination of a plurality of wireless units; a wireless resource assignment unit 306 for assigning the wireless resource available in wireless communication to the real wireless identifier and the virtual wireless identifier; and a control data transmission unit 301 for transmitting control data including the real wireless identifier and the virtual wireless identifier to the wireless section 2. The wireless section 2 comprises: a wired data reception unit 202 for receiving the control data by wire; and a wireless data transmission unit 203 for transmitting the control data received in the wired data reception unit 202 to a wireless terminal via wireless.
