PROBLEM TO BE SOLVED: To provide a AV data recording and reproducing device and a method capable of reliably reproducing all the frames by the device or via a 1394 interface even if a reproduction start point is set to the midway of a file.

SOLUTION: An AV data recording and reproducing device comprises: a video recording part which records video data as a video file configured from MPEG transport packets to record the transport packets including a PAT (program association table) and the transport packets including a PMT (program map table) in the video file immediately before the transport packet including a GOP header; and a video reproduction part which reproduces the video data configured from the MPEG transport packets to reproduce from and subsequent to the transport packets including the PAT and the transport packets including the PMT if the video data is reproduced from the beginning of the GOP header included in the video data.
