<P>PROBLEM TO BE SOLVED: To provide an efficient handover method when access is concentrated on a handover destination base station, or when the handover destination base station has use conditions including restriction of its use to subscribers. <P>SOLUTION: An access status and use restriction information are newly acquired in addition to positional information and an RSSI.
